1.   Place hub on workbench:

     a.   Front: primary brake side down.

     b.   Rear: brake side down.

2.   See Figure 3-10. Set rim on three blocks evenly spaced
     around the rim to set wheel offset.

assembly.

                                                               6.     Evenly tighten two opposite spokes (2) on bottom side of
                                                                      wheel perpendicular to the top spokes until no spoke
                                                                      motion is allowed.
                                                                                        NOTE
                                                               Tightening should occur only until all looseness is removed.
                                                               Do not torque. Make sure the spokes stick out evenly past
                                                               the nuts.

                                                               7.     See Figure 3-12. Continue tightening spokes in sets of
                                                                      eight.

                                                                      a.       Tighten eight spokes in one direction on the top side
                                                                               of the wheel.

                                                                      b.       Tighten the eight opposite spokes in the opposite
